The 21st Century is the era of technology and Digital Revolution in the World. The Digital Revolution is the change from electronic technology to digital technology. Pakistan is a rapidly developing country and is one of the Next Eleven, the eleven countries that have a high potential to become the world’s largest economies in the 21st century. Change in the technology like shifts from paper environment/manual documentation to paperless environment/electronic or computerized system have been adopted by developing countries’ private as well public sector organisations. But, in Pakistan, still, most of the public sector organizations have old manual documentation system. It is never easy to bring change in their systems where the strong, rigid and red tap bureaucratic control, tall and complex hierarchy, centralization and high formalization. Government sector employees always oppose and resist the change through unions, political pressure groups and corrupt people who are supporting them from ministries, government officials and individuals. In that case, employees are mostly involved in change resistance behavior to take illegal benefit from the organisation. As a result, those public sector organisations failed to deliver and achieve desired results.
The Requirements:
1. Why public sector employees resist for change and how government organisations can change the mode of employees from resistance to acceptance? 10 marks
2. Suggest how public sector organizations can bring change in their systems to enhance the efficiency and effectiveness?
